Avram is the museum guard and will spawn in the Hall of Heroes once you have 175 display.
After the completion of 'The Vaults of Deepholme', he will become the "boss" of the Explorer's Society Guards.
During his time as a guard in the Dragonborn museum, his past catches up with him, resulting in the events of 'Shadows of One's Past'.
Background
According to Avram, he and his elder brother Jelal were orphaned at a young age when their father died. They turned to scams and petty robbery to survive. Avram never questioned their lifestyle until they began killing in their course of their operations, but his persuasive brother always managed to justify their actions.
Eventually they led an Alik'r bandit faction in western Bangkori. Their downfall came when they joined a caravan destined for High Rock as guards, planning to rob it in the Wastes. However, the caravan turned out to be a trap, intended to put an end to their banditry.
In the subsequent ambush, Avram lost his eye but managed to escape into the Dragontail mountains . He eventually found his way to Heldorn where a missionary took him in and nursed him back to health.
Avram repented and turned away from criminal life, becoming a mercenary warrior. While working as a dock guard, he saw an advertisement for the growing Dragonborn Museum and decided to apply.
