Acquisition
Frostwind Bastion in Frostwind Folly, given by Alka if you choose to "ruffle that old bird's feathers". Note that the staff can't be acquired by simply killing her.
To be able to enter Frostwind Folly, you need to embark on a rather elaborate (but completely unmarked) quest involving a series of readables. Reading one journal/note spawns the next, and so on, until you finally have the tool that makes it possible to enter Frostwind Folly.
- Your journey starts by reading the "Dockmaster's Journal" in the Dockmaster's house at the Imperial Docks (the area where you first arrive on Wyrmstooth).
- Travel to the Dwemer Tower south-east of Haetar's Cave. Here you will find "Donnar's Journal".
- Donnar's corpse is found in the Cavern at Cragwater Camp. The "Marauder's Journal" can be found in one of the shacks, on the table next to the boss chest.
- North-northeast of Fort Moonwatch, on the shoreline adjacent to Belonir's Borg, you'll find the "Marauder's Last Words" on the boat. It mentions "Witches".
- The witches are those of Belonir's Borg. Inside, up the stairs to the right, the "Witch's Journal" is found on an end table.
- Finally, the "Runed Lexicon" can be found in Krakevisa Midden, on a table in one of the rooms before entering the great cavern.
Place the lexicon in the receptable at the Dwemer Tower, the lake will be drained and the entrance to Frostwind Folly is revealed.
"Ok, but why can't I just put on waterbreathing gear, dive into the lake and enter without first having to zig-zag across the island?"
Well, you can try, but this will trigger an event that can only be called Draugr Deathlord Massacre. You will be chased by high-level (and continuosly respawning!) Draugr for the rest of your cheater's life. (Not really. The door just doesn't work. Probably because of water pressure.)
